Mine is missing my Pen Fed cc "post-BK". However, my Fico 8 Scores are up to date.
my Promise card was approved in June with a NexGen of 622.
so while YMMV, i would most certainly say Pen Fed is BK Friendly. However, they don't make blanket approvals, so a blanket statement is not applicable.
rather: is it possible to get approved by Pen Fed post BK? YES.

Side note. NFCU is very BK friendly and received two CC from NFCU.
