Last week, I responded to a $17500 CLI offer on my PenFed Power Cash Rewards Visa. The CLI would result in a SL of $26250. I was approved and the application was moved to "Booked" on 1/25. How long should I expect to wait before the application is finalized and the SL shows up on my account?

Congrats on the approval. Penfed's processing time appears to be taking awhile. I've had one pending for 4 days now and have logged in a few times over the last 3 days and there appears to consistently have statements they've experience technical issues and to log in later.
This doesn't directly answer your question but you're not alone.

I accepted a similar CLI offer last August that never moved from "Booked." I guess I'd just forgotten about that one before responding to this one.
We had a few members awhile back that had the "booked" status after accepting a CLI.
If I remember correctly the problem was having a SL over 25K.
I believe @Aim_High was one of the members who encountered this issue. Hopefully they can stop by and assist you if possible.
I had 25k and got cli for 38k. I waited 5 days or so and it didn't show up. I had to call for penfed to push it through. This was dec 2020. It was only 1 phone call and the next day I saw 38k.
Good thing I called today to check on my application since it was still in a pending status from 1/29. The rep told me to wait a few more days and I told her it had already gone outside the 72 hour window so she put me on hold to check on things. Came back and said they 'mailed' me a letter requesting POI. With the US postal system delays I may not have seen that for 2 weeks. So she gave me the link to upload, which I did, so not just got my fingers and toes crossed for the positive outcome I'm claiming.

For both of you, as @Mr_Mojo_Risin ,mentioned, there were a long string of us who went through this with PenFed last year. I think I was the first one to post about it in June 2020. The story is that their "NEW" rules limit a single CL to $25K and TCL to $50K. But previously, you could put the whole $50K on one card. Their "old" prequal system has been making offers that aren't in alignment with the new rules, so they've balked at implementing any approvals over $25K. I had to elevate to Customer Service Supervisors and even Customer Service Managers to get it resolved finally. So if it stays "booked" and doesn't show up on your limits page, make some noise and make them fix it! I thought they would have ironed all this out by now! PenFed has been very inconsistent about this new "policy."

Thanks for the additional info and the links which admittedly haven't read yet. But since you seem to be a PenExpert I have some additional questions. Truthfully, I could probably find the answers if i spent an hour or so but hoping you can be my one hit wonder.
I'm awaiting a decision but am very hopeful. As this would be my first card with Penfed, how are they with recons right off the bat? Hoping this isn't the case but still have 2 derogatory accounts so feeling like the CL might be low so just want to get my ducks in the row to do some sweet talking via recon if needed.
#2 I originally applied for the Pathfinder and was declined immediately and saw the reason was salary doesn't justify so thinking I must have dropped a zero. Once approved for the PCR VS, I'm claiming it, I'd like to do one or all of the following:
1. Request CL recon, if needed, on the PCR
2. Once approved for PCR, ask them to reconsider the Pathfinder with the corrected salary
3. Both 1 and 2 plus apply for CLOC
Heck, wanna max out that HP. I've been banking with them for 1.5 years and have no other loan products. Just checking to see how amendable they are with multiple approvals/applications within a short span of time. Thoughts?
