Still not sure how/where those people that I read posts of, did it via the mobile app like they claimed. Guessing maybe they were using a mobile browser or something because I've never seen it in neither version I've had.

I don't know if there is any rhyme or reason to when/If the CLI link appears in the "More Accounts Info and Actions" menu, but my PCR does not have the CLI link while the Platinum Rewards does have the link. The PCR card is at PenFeds general $25k limit, however.
I called in because I had to check and make sure they received the title for the car I bought with them too. She went through I guess her personal account and had all the same issues requesting it online as well, after telling me that they actually prefer you do it that way. And trying to do it via starting a new app from their redirect, definitely does it for a new card, not a CLI, like I thought - she confirmed it was showing as such.
They've always been weird with that button showing up and vanishing, but apparently, this is something new that she hadn't heard of.
I don't think you can get a CLI if you're at 25k anymore it's not available for me on the PCR but it is for the platinum rewards card

I think it means take whatever a CSR says with several grains of salt.
Since I've been a member -- 7/2018 -- it's always been exactly where @Anonymous described upthread. And even after getting an 18k CLI recently, it remains there. Go figure, huh? ![]()
This could be one of those "We're transitioning from one process to the other" or it could be "The account isn't eligible at this time"
To be honest, I haven't been with them long enough to know but suffice to say my accounts are 2 months and 3 months old and I have the option on both. I believe I read they only do HP CLI's when I've read about them on the Approvals Board. Good Luck

In my case, and after checking with them, it appears I'm beyond the total $50K cap for my 3 CCs so the CLI request link will not display. That said, I'm still grandfathered under the old system that allows me to reallocate CLs above the $25K cap per individual card if needed 🤷.
I'm sure things will display in some quirky ways for a variety of account profiles such as some of the examples shared upthread.
