You could have apped for a card when you joined. The HP is good for 90 days. A EQ 670 and above is a safe bet when apping for credit with Penfed.
You may find some members that were successful with lower scores.

I still have a foreclosure on my EQ report. I have two $14K CC's and a auto loan with Penfed. Sometimes it's better to call in than use the automated system. It will deny at times, where the UW's will approve you once they look at your report.

For a PLOC it is a completly different beast.. Gotta have pretty stellar credit I was shot down so fast with them on a PLOC it wasn't funny although I knew I would
... CC not an issue. Granted I had 12 new accounts or whatever in the last year, so can't blame them!
I had several lates with PenFed while they approved me for several CCs, loans, and LOCs. My first CC cam about 15 months after my last late payment on a mortgage with them and was and still is my highest SL. Last year, at about 6-1/2 years since last late payment was approved for a motorcycle loan, credit card, and LOC. YMMV, but I have had great success with them.
