Penfed pathfinder rewars card denial for limited credit history

I am currently a college student have a 7 month old Discover it card with 3,000 CL and 1 month old Barclay Uber Visa with 2,100 CL.  Scores are 725 TU, 741 EQ and 747 FICO. How should I go about trying to get this denial reversed? Any advice is appreciated

I would wait til your accounts age a bit, your file is very thin and very new.
