Pre Approvals in the mail

Hi, I have been reading and gaining some knowledge on here for a few weeks now and finally decided to join a couple of days ago. I have a question but first I will give a little background. I got pre approvals for Cap one and Citi late last yr and got those cards to help in building my credit and those have helped quite a bit in the few short months I've had them. Fast forward to last week I got pre approvals for Credit One and Legacy Visa, both with annual fees but I only want to have them for a yr and then hope to be approved for a better card, perhaps Discover or Amex. Well my dilemma with these is that each one used a hard inquiry on my report whereas my Cap One and Citi did a soft pull. I read and researched and was under the impression that pre approvals are soft pull but neither of these were. Is this normal and is there anything I can do? Thanks in advance!

I have both credit one and Legacy Visa I got them 4 years ago my limits are 1850.00 and 1500.00 but I am going to close out my credit one I just don't like them but on the Legacy Visa, They have waived the AF for me last 2 years Smiley Happy. The CLI on the Legacy Visa is a SP and comes around every 6 months by a letter in the mail. YES both will be a HP (ap). Hopes this helps.

This does help. I read that the credit one was a soft pull elsewhere so I assumed it was. I was told $500 on Credit One but the legacy visa just said they would inform me via mail within 30 days. No idea what the CL will be on that one. I have two cards already, was just looking for a couple more without the hard pulls. Thanks for the info!
