Sorry. I wonder why they added that new requirement. It makes me think they're planning to nerf the card, since it's probably not profitable, and this was a way to begin the process of easing into it gradually. The card is probably a loss leader, and the thinking is that in-state customers are more likely to use the institution's other, more profitable, products, such as mortgages and car loans.
