The QuickSilver is a Visa Signature card that requires a minimum 5k CL. From your scores and limits, I can see why they might be hesitant, but not all hope is lost! You should consider calling recon and asking about the QuickSilver One MasterCard. I think that would be a good route to get your foot in the door, and once your CL is high enough, PC over to that VS card. I hope everything works out for you!

They changed the rules, now the minimum credit line for Quicksilver VISA Signature is 3k.

In the past, folks who were borderline for the Quicksilver Visa Signature were issued a Quicksilver Visa Platinum with a minimum credit line of $3k.
With patience the OP's existing Capital One cards will grow, and the QS1 can be PC'd to a 'regular' Quicksilver. It will remain MasterCard, though... Capital One won't move an account from one network to the other, at least not at this time. My own QS1 had a limit similar to the OP's, and it has grown nicely. I eventually qualified for a QS Visa Signature, which has grown nicely as well.
If I were the OP, I would continue to check the Capital One pre-qual page... the offers there are usually spot-on. Some folks have been successful with a 'cold app', but since the application will be a HP on all three credit bureaus I prefer to have a little reassurance of the outcome.
Wow really? When did that happen? I must be out of the loop. Does that only apply for Cap1/QS?
