Received mail from Capital One - Invitation to Apply

I received an invitation to apply for a Capital One QuickSilver card. Is this a pre-approval or just some spam? Should I apply now or wait until my bankruptcy is completely discharged? Anyone else had any luck with this type of mailing?

I got in with them 30 days after my discharge check there prequals after discharge. If they give you a solid apr then its good.
