I closed my Freedom in March due to a low CL and transferred the CL to Slate.
Anyone have any experience reopening with Chase? Would I need to reapply anew? Transfer from my other Chase accounts? Would I still get the 0% APR for 15 months?
Some lenders will reopen before 90 days but chances are HP happy Chase will want you to reapply

OP, you will have to reapply again. Unless your card was was enrolled in a specific program, it will not be reopened.
Not sure what you mean by a "specific program"?
How many cards have you added in the last 2 years. If it's more than 5 you won't even be able to reapply for the Freedom.

With all due respect, I got my IHG, Slate, AARP & United in the past 4-5 months with roughly 20-25 new cards in the past 7+ months. I was declined for Amazon but, that may heve been due to applying for 3 within a few weeks.
Once I finally "broke through" it seems Chase is giving me any card. Interestingly, none were "instant" but, while pending appeared in my online account within hours of apping.
