FICO says ONE of your scores is 698 but not necessarily the model that Capital One used in the decision.

Unfortunately the prequal SPs EQ and they appear to have had a problem with activity on your EX.

Not always the case, at least not in recent times based on how Capital One has tweaked their algorithms. While for the most part they tend to yield favorable results for specific profiles, even their pre-qualified offers have yielded declined outcomes. Just something to consider whenever using the pre-qualified tool.
