Ok, so you're right at 5 cards in the past 24 months, so Chase might let you slip by for the Freedom or Slate, but since nothing is showing up for you on their pre-qualifier, I'm hesitant to tell you to try.
As for Citi, have you tried their pre-qualifier?

OP 1st post stated Inquiries Experian 16 and 7 last 12 months
So I'm wondering which info is correct or there's more INQ's from something else in play here

Could be from applying and being denied, or auto loan, etc. Not all INQs equal cards, especially for those of us building or rebuilding

If you have mailers from Citi and they have a set APR on them, then I think you have a good chance. But make sure you use the info on the mailer to apply.

My concern is that's a lot in 24 months and both Chase and Citi can be INQ sensitive for a thin file

Very true, but he only has 7 on EX in the past 12 months, and I know Citi is sensitive to INQs in the past 6 months. Since they typically pull EX and/or EQ, we need to know how many INQs OP has on each bureau in the past 6 months.
