Welcome to the forum.. The plan explained above seem solid to me and you should be good to go in a few months. I see you mentioned your scores from EQ and TU. What about your EX? Amex is known to pull EX for most people...
Also, what was the reason Amex gave for your denial?
IMO...I would app for the PRG rather than green. The benefits are better, 50k signup bonus and AF waived first year.
I still need to check my EX. I'm going to check it here soon with the 1 dollar seven day trial. One of the reasons was the unpaid debt of 150. The other is simply I have no other credit save for a charge card I never used. Since I never used it, my account had over a year of credit but was seen as negative. AmEx was understanding of the student debt so that isn't something to worry about now.
Update: I went ahead and requested my free annual report from Experian.
As as for other cards offered through Amex I see no need. The last time I flown in a plane was 2009 and my current job is stationary. Right now I want basic and eventually I'll want to build myself up further to perhaps a Gold Card Rewards a year or two down the line.

- You stated your scores, where did you get them from (are they FICO or other)
- Just out of curiosity, what is your thought process in wanting the Green Card?
