The denial reason goes through a lottery. If your profile doesn't suit their tastes, they simply pick any small detail, relevent or not, and deny you for it.
-Too many new account
-Too many inquiries
-Not enough history of on time payments
-Low average age of open accounts
-This one time you forgot to pay a card and paid it the very next day
Or however many other small things that they don't like may be used to deny you.
Mine is "too many accounts with delinquiency and/or public record on file" despite it being over 6 years ago with less than a year till deletion.
They could leave out the first part though... I filed Ch 13 and all my accounts were current. I reorganized and paid back my debt... I didn't do a Ch 7 burn and Chase wasn't included anyway.
They'll be throwing cards at me in another 6 months. Not sure I'll bother with them though... so many Chase horror stories and I've survived this long without them.

I got approved just over a week ago for my 5th Chase card (Zappos) and they pulled EX with over 90 INQ's and 40+ new accounts in last 24 months
The policy doesn't apply to co-branded cards.
Just a thought, have you tried asking to have the paid collections removed from the CRs?? If that didn't work, did you try disputing as inaccurate information??
Yes. I used to have 7 on my TU.
I'm working on the couple I have left so wish me luck!
