score update, and still looking for advice on order of things:
Util: down to 44% from 70%; looking to drop another 20-25% by the end of the month
Tu - 648, Ex - 645, Eq - 618 (not showing updated balances)
2 data points working against you: EQ score is very closely tied to your UTI. When I went from 22 to 32 UTI, my EQ dropped 30 points. It bounces back as you lower your UTI, but not nearly as fast as it initially drops. And it could just be my experience, but I've noticed many lenders tend to pull EQ.
My opinion, just as others have said, is to focus on reducing UTI for the next few months and when your scores climb, you'll have much better SLs and APRs as a result. This is exactly what I'm doing, so I can say it's not easy, but for me, I know it's the right thing to do.

I would wait till your util was under 10% for optimal scores.
You can check prequals for CapOne and Discover before you use your hard pulls.
My scores are close to 700 (680's-690's) with a 3% util and I wouldn't go as agressive of a spree till at least 700.

Any new insight on order of applying for these?
I would do everything possible to get a CLI from NFCU, before I applied for another card. They have been know to go from 1.7K like you have to 10-15K. If you can accomplish that your Util will come way down and thus your scores up to a decent level. If you feel you need another Chase card then obviously that would have to come first. Chase cards are great, I have 3 of them but very difficult to get any significant CLI withoput a HP.
Discover would be my next card after that because it can grow quickly with all SP CLI after 90 days and then every 61 days after that. The same with AMEX. You can get a 3X CLI after 61 days and another 3x CLI after another 181 days all with a SP. Good Luck man, and remember this is a marathon , not a sprint

Don't apply for anything else, no matter what it is, until you can get your scores over 720. Be patient, show restraint. It's a journey over time, not a race. If you don't want substandard starting limits with high interest rates then heed my advice.
update, changed things up a little:
Barclays - didn't app; fairly sure I'm on their naughty list
Citi - DC approved for 1,700
Discover - approved for 1,000
Bank of America - denied
Chase - pending
PenFed - Promise approved 6,000 & Cash Rewards for 5,000
Capital One - moving away from without much movement the past year
Marvel MC - approved for 1,500
DCU Visa - had preapproval so went ahead; approved for 5,000
added 20,200 to utility padding in a day; waiting on Chase to see if they can help add to that
