Status of Amex GREEN CARD "In Progress" lasted for 9 days.

Is this normal?

Is there any experience to say how long will it take? Or what is the longest "In Progress" time that you have experienced?
I have not received any phone call or email from the Amex requested materials from me, should I call them?

It really depends on the type of verification being performed or other processing elements.  Some applications can remain in that status for up to 2 weeks.  One of my recent apps lasted 10 days in progress.  Nothing really to be worried about.  It will eventually be sorted out OP.

I have searched for some posts about the "in progress" status, which are basically hours or 2 days. So I thought my application status must be abnormal.
I am more relieved when you told me this.

If it would put you more at ease, you can contact their new accounts department to check whether they would need any additional information or just to gauge the progress of the application.   Some applications typically have a quick turnaround timeframe while others take a bit longer.

That's good...I'll wait for another 5 days, if still "in progress", I just call their new accounts department that time.

OK……today the status of the application has become declined, after 13 days.

reason: 

The number of creditors who have reviewed your credit report.

The length of time you have been a customer with American Express is too short.

It’s hard to believe that these reasons will take so many days.

Sorry to hear about the declined application OP.

More than likely the reason for the delay was due to the application being processed through some sort of manual review queue. A variety of them may require judgmental or secondary reviews to be considered under certain criteria.
