I was just chatting with a very friendly CSR who told me that a CLI can be requested once every 30 days for Discover it card and it'll be a soft pull. This was news to me since, I was under the usual 60 days timeframe impression. Moreover, in case it doesn't go through they'll provide reasons why it didn't go through and ask permission in case a user want's to take his chances with an HP.
I think other credit card companies should follow discover's model.
Very useful information. I just got a CLI today from Discover.
I can confirm it is every 30 days.
Last month I got a 3500 CLI (via luv button) from Discover and today I got a 1000 CLI (via luv button).
Again.. theroy... Yes you can ask for one every 30 days.. its usually based on the pull that discover used for your in-account FICO score...
(Still also think its good to wait until at least 3 mo after you get the card)
That said.. Still tempted to suggest some time elapse between requests.. if nothing else, the oversending of rejection letters.... Since most CLI requests get a PAPER reject message sent in the mail... its a lot of waste. Other thing.. the computer may or may not take into account the frequency of requests.... Almost wish i had a second Disco and would only attempt a manual CLI every 3 or 6 months.... And if i was manually reviwing your account (2 day message).. Think it would show if you kept asking for CLIs and it might look desprate on manual review...

If this forum has taught me anything, it's that I do not believe we can truly map out anything pertaining to Discover. As an example, from my records I recieved a CLI from the luv button on 3/11/17 for $2,500 and again on 4/1/17 for another $2,500. However, all other successful CLI's have been 30 days or more apart.
Here's a great thread for Discover and their CLI - https://ficoforums.myfico.com/t5/Credit-Cards/My-first-year-with-Discover-Data-Points/td-p/4705523
