That message will go away once you pay it and then you probably have to wait a little bit before they will consider let you back in. I've been waiting for 16+ years and they still won't let me back you. So my suggestion is that you start paying them back and then maybe they might let you back you.
I finished paying a settlement with them for a 10k CO last year, paid them off, and was approved for the below for probably no more than 6 or 7 months later if memory serves me right.
Hahah I keep testing the waters with them for fun. I burnt them for 2k a while back and it already is off my report. I find it interesting that Cap1 took me to court for their $$$ which I paid via a pay off plan before court happened but Amex really just let it go. Would be nice to get a get out of jail free card with them for my one stupid mistake but I may suck it up and one day just pay them off.

It's not that so much as they just keep their AR internal. My main motivation to get back with Amex was in order to qualify for a corporate Amex in the chance I some day end up running a department at my company.
Amex was included in my BK, and they let me back in. It only took 33 years.

Sorry but wait a sec...you were one of the elusive AmEx holders during the 1980's in their glory days! To quote Pretty in Pink, John Hughes, "How would you like to pay, American Express Platinum?" Said Molly to the rich kid.
Sorry OP.

This might depend on the company, but I included Amex in a BK7 back in the spring of 2000, and a few months later (literally - I'm not even sure I was discharged yet) I got an Amex corporate card. As a data point, my employer at the time was a very large Fortune 100 company, so that might have made a difference.
I was very nervous about the whole thing (what a way to start off a new position, right?) but it turned out OK. Later I mentioned this to a coworker, and I was pleasantly surprised to find out he had been concerned about his application as well.
