Strategy for new NFCU card plus CLI on old card?

My friend has been with Navy Federal for more than 20 years.  She's had a Go Rewards card for many years now and it's had a CL of $13,000 for who knows how long.  She's never applied for a CLI but gets them automatically every once in awhile.  She has hundreds of thousands of dollars in CDs and accounts with NFCU and has income of nearly $200,000 a year.  Her credit scores are in the high 700s.  She only has the one credit card and no other loans.  Very thin file despite the fact that she's 45 years old.

She wants two cards with NFCU, ultimately.  She wants the More Rewards and the Cash Rewards.  She's not interested in other banks at this time.

Sign up bonuses are meaningless to her.  She's interested in good credit limits for both cards.

What's the play here?  I've read that she should first apply for a new card and then, once that's approved, go for a CLI on the old card.  So, she'll want to either apply for a More Rewards card and then product-change the current Go Rewards to a Cash Rewards OR vice versa... apply for the Cash Rewards and then PC the current Go Rewards to a More Rewards.

Any ideas on the best way to proceed?  Or does it matter?

Yes, I'd recommend applying for the new card, then the CLI. However, I'd also recommend her to go into her account and disable auto CLI as they can mess with requesting CLIs, and requesting a CLI should always be done online so it's a SP. Otherwise, (if it's done over the phone) it will be a HP.

I'd go with a slightly different approach if she hasn't received an auto CLI on her card recently then she should first request the max $8K CLI on it.   Assuming she gets it ( and I don't see why she wouldn't given her good income, long history with NFCU and presumably high internal scores ) then she'd have once CC already above $20K CL which should hopefully meet her needs for now.   Then she can go ahead and apply for a second card, and as above, I don't see why she'd be declined or given too low of a limit.

It really doesn't matter. She's in good shape no matter what she does.

In her shoes I would probably apply for one of the new cards first, then apply for the other of the new cards.

Then I would try to move the limit from the older card into one of the new ones, although product changing is no longer as easy with NFCU as it used to be.
