I've had it a year and a month and they have declined to give me CLIs each time I have asked for varying reasons. It's got an $8K limit though so I stopped asking.
I tried Marvel last month and received a letter that the account was too new (opened in September).
Sync has always done PayPal credit cards, Comenity used to do the PayPal Credit (previously Bill Me Later) accounts and Sync now took that over.

Yep it was $8K. Blew my mind since that was the largest limit I was approved for right out of the gate up til that point and Sync had just given me $1800 on the Amazon Store Card a week prior. My score went to 706 from 640 inbetween though because I got TU to remove my last charge off and late payments.
I should point out that my income is very low at $18K and I ended up with $33,500 in Sync limits before I just dropped $17,500 the other day so they had no problem giving me new cards while declining me for CLIs. I got my CareCredit at $10K like two weeks after they told me no CLI on PayPal which was 8 months old at that point. My Amazon grew from $1800 to $6K between 12/2018 and 9/2019 from 3 CLIs ($2200, $3K, $6K) and my B&H grew from $5K to $7500 in 2 months.

I knew that Synch offered great CLI's which is why I app'd for both cards--theyre the only cards that I thought I would get use of while also hoping they would grow. I didn't realize at the time that the Marvel would be more challenging than other Synch cards, but as you pointed out, it does make sense. I'll certainly be following up with you after you reach 6 months to see if you get a CLI. All the best!
