I believe Synchronys computers auto deny since you just opened care credit. I opened Wal-Mart and then applied for old navy, got a decline. Applied again 2 week's later and I was instantly approved. Nothing had changed on my credit report either.
I was approved for lowes and waly 5 days apart. GF's daughter just got approved for waly with 600 TU. Crazy, I told her "don't app. your score to low"... Bam, approved and she said "haha, I told you so!" lol, the jerk.

Edited to say: It was a pre-approval letter that I got in the mail from Walmart
Well Victoria secret is comenity. I got declined cause I have applied before and was declined. On letter told me to apply again in a month.

624 is a little low for Sync in general. Care Credit approval parameters seem to be more lax, though.
I got my Care Credit when I was in the 630's, couldn't get Wal-Mart until 650's, and Amazon store card finally in the 670's.How about for credit line increases for Carecredit. I hear that Sync does HP's for CLI? (True or False)
Not sure but I'm not planning on asking for CLI for the care credit anyways. 1500 is way more then enough to spend on vet bills for dogs

I cold apped for VS and was approved for $250 this past June after being denied a couple of times. Have you tried the shopping cart trick for VS? My mom was approved for $500 that way.

Was just saying Victoria secret card isn't synchrony its comenity
Synchrony can be odd at times. I've had Wal-Mart and Amazon credit cards through them for about 2 years now, and had a few cli's up to $700 and $1200 respectively. I did an online cli for both, denied for both (we can't process a this request online for your account). Had the fridge go out on Black Friday, applied for the HHGregg card and was instantly approved up to my requested amount ($1200), so they were good with a new line, but not higher limits on my older ones.

Only for care credit
You are absolutely right. Just spoke to a rep. it does a hard pull inquiry on the CR.
Right now, no increase until I feel comfortable in the 670's or higher.
