Relevent to this conversation. I have some statistics there. Many people have been getting soft pull CLI's from Barclay's. 

Important: Call regular CS line and ask for an APR reduction (even if you just want a CLI). This should get you transferred to the right people. If not, hang up and call back. (Try at least 4 times). If you call the back door you'll never get who you want. It helps to have around 6 months of age on the account in question. Once you get the right person ask about a CLI and APR reduction.

Good to know for when the time comes.  On another note, would this work for the NFL as well? I've had it since 2012 and moved most of the CL to my Arrival Plus, leaving only $500 on it.  You think there's a good chance I can get a CL on that?

I don't think it would hurt to give it a shot. Just make sure you tell them you want some SP cli

Tried but was a no go.  Rep said they want to see a good history on the card (arrival).  For the NFL, he said they can't do it.  I'll be calling again...
