Just got approved on my Delta Gold Skymiles CLI request from 1K (initial SL when I got the card in January) to 3K. I first tried for the 3X CLI one month ago on April 26. Today I logged in and tried the "increase your spending power" thingy and asked for 2K--instant denial. So I figured, what the heck, let me try the 3X CLI request again, and was instantly approved. EX was 688. It was a soft pull. "If at first you don't succeed, try again!"
I went for it and applied for a CLI from 10k to 20k on my SPG Luxury (Bonvoy Brilliant) card. Improved instantly, despite the 7k hard limit on my Platinum card (due to FR some time ago) and my hard pull for the denied CSR two days ago.

I assume this will be positive for my score, although I have always kept utilization low? Does it matter how much spend I put on that card?
Would it be ok if it's just a few hundred dollars at most (as I put most spend on my Platinum card) or should I aim for ~9% utilization or so?

Plenty of people, myself included, use barely any of their limit and get large CLIs. Heck, I don't even use 1% of my limit in 6 months, meaning I don't even use one quarter of one percent of my limit per cycle and I still get $5k CLIs every 6 months.
I agree with this. I have been using $100 a month, usually less through the life of the card. For the first two years the card saw no use at all. This is with a current limit of 45k. In August, I may be on the 5k/6mo growth cycle like you, Brutal.

IMO, it's not bad. I would think that they would just shoot an email or SM if it were a decline. Maybe they just need some additional info.

A suggestion to call Amex regarding a CLI request is "usually bad" i.e. they declined your request.
Instead of calling you can log in to the Line of Credit Status Check website and view the result. The PCN number is the same as the Reference Number in the e-mail you received.
