You could go for it now. You may be denied and it could be approved on recon. I didn't wait for a survey, there's a page on their site on how you can recon.
If you are not in a hurry, there is something to be said for getting in with them with clean reports. I've seen people get in through recon and then wonder why they aren't getting the same luv as others on the board. IE: never getting any offers from them after review periods.

You nailed my situation perfectly. A little more than a year ago I started working on my credit and now 23 cards and 97k TCL later I am done with barely getting in or getting stuck with crappy APR's and SL's. My UTIL is high right now (32%) and because of that my scores have not gone up from things dropping off but rather they are staying stable which I guess is ok but I don't want to have to recon my way in only to have a card or LOC that is not helpful to me. I WANT in with PenFed, I don't NEED in with them, if that makes sense. I can wait.
Yeah for some reason I have never gotten good SL's or CLI's. I have a mortgage that until December of 2013 was in horrible shape. Up to 120days past due. But then something good happened, I got a divorce. Everything has been current since then. I guess that is what is keeping good CLI's and SL's at bay. I know that once my inq's have dropped off I am going to start replacing cards with prime cards. I might join Pen-Fed then. Of course, I might not need/want them by then but you never know.

I endorse this comment ha-ha. penfed to me is sort of the cu equivalent of chase, can be a hard nut to crack but once in amazing things can happen. last year I tried for a card and they wanted 2 years of returns. filled out the survey saying you have to be kidding and I got a call from the head of lending services a few days later. I nearly fell out of my chair - she waved the returns and poi and started me at $10K, 4 months later she connected me with a guy that got me a $64K car loan within minutes and then in jan she 2x a cli on the card within the 90 day loan window. mind you I am a total rebuilder here..to me they are flat out incredible from a service standpoint
