My DD has a Barclay SM card with a $3.2 CL. She applied for it last May and currently is carrying a balance of $500. She will probably pay it off before the next bill cycle. I apped for my Barclay SM card a couple of weeks before her and received $3K, but since then I have received an auto CLI of $1K. She has not received any auto CLI's.
Her income is going up this year from the $11K she reported when she applied to $16K due to a FT summer job offer she has. We will probably be applying for a small car loan and have her as a co-signer on the loan. That will be later in May this year. She also just apped for the Chase Freedom card and was approved for $2K. So she only has 1 or maybe 2 HP's at the most and one of her reports should be clean with no HP's.
Would it be worth while for her to request a CLI with Barclay and take the HP? I don't think she will plan to apply for any new cards any time soon.
If the CLI increase is significant, it beats a HP + New Account.
Outside of worthwhile signup bonuses, I'm pretty much at the point now where I'm only going to be building credit lines on existing accounts, which is going to require some HPs. Inquiries are part of the credit building / re-building process. I think people worry about them far too much.

When we looked at what cards to consider for her to apply for this Jan, we evaluated the sign up bonuses. She is not spending much so we chose the Freedom that gave $100 after only $500 in spend. I was hoping for a decent offer with AMEX as a referral but it was only 10,000 MR. There was another card (can't remember which right now) that has $100 credit with $1000 spend. We wanted at least 12 months of 0% interest for her. It was a good lesson for her to evauate each card based on it's rewards and bonus offers. I think the choice was decent for her.
I agree, right now she can burn the HP's and built up the CL's (hopefully) since she doesn't need to use too many anyway. They would fall off before she ever will consider a home purchase and in the mean time, she is slowly building a good credit history and payment history on her CR. I don't think she can manage more than one to two cards to pay on during the college semester. She plans to pay off her SM and use her freedom card exclusively until she is done for the semester. Then we can talk about maximizing rewards in spending.
