I applied for the AMEX Delta Gold last month and got a $1000 SL. I was also approved for the green card. I want to get the BCE card but am worried the Delta Gold card was a borderline approval and any more apps will either get me denied or worse FR.

First of all, the FR-hype is way (way...) over-rated... you don't trigger a FR (Financial Review) by applying for a card, and you don't get one by requesting a CLI, either. Note for either of those (new app or CLI request) Amex might request proof of income, but that's not a "Financial Review". Anytime proof of income is requested you can simply not bother... you probably won't get approved for the new account (or CLI) but otherwise no harm, no foul. On the other hand, when Amex does a Financial Review on an existing cardholder, all Amex accounts are usually completely locked until the review is finished, and if you choose not to comply they are likely to either CLD or close all accounts.
With that out of the way, if your Delta Gold approval was only for $1k and was recent it's likely that any new apps will have the same results (at least in my own experience). However with Amex a little history can work wonders... even six months can make a big difference.
