Trying to Get Citi Bank to pull Equifax for Costco Visa Card

So I placed a credit lock on Experian and TU (because I am 99.9% sure I would get instantly denied because I have way to many inquries for Citi's liking). Equifax is the only bureau that I would stand a chance in inqury wise (0/6 and 3/12). Ex and TU are both 5+/12 and since Citi is know to be inquiry sensitive, I know there is no way they'd approve the application. So only my EQ is unlocked and when I tried submitting it, Citi wanted to pull Ex so I'm not going to continue with the application because it's just going to result in a wasted inqury. If I keep giving the Costco Visa a go, eventually would Citi pull EQ?

probably not unless you move, you can always keep trying, but pulls seem to be location/address based

probably not unless you move, you can always keep trying, but pulls seem to be location/address based 


It isn't an absolute but it's influenced by your state of legal residence,  there is a matrix based on crowdsourced data showing it.

My dad got Eq pulled which makes me think its really a spin of the dice.

I'm in Florida and recently applied and approved a couple of days ago.  Citi pulled Experian, the printed paper from the cashier says so and it matches my Fico8 score for EX.  BTW @coldfusion article on geo-fenced apps by CRA and Territories is pretty solid (oldie but goodie) I doubt this would've changed by much considering banks stick with the same sauce until otherwise.  This may however change with newer scoring models.  

Back to you, if you freeze both EX and TU two things may happen and bare in-mind it's 50/50.  
1.) Your plan works and you force Citi to look at EQ (congrats!)

2.)  Your plan backfires and they either deny you with an inquiry charge or they extend a courtesy and tell you "your EX is frozen" - "could you pretty please unfreeze so we can take a look" and not charge you for the inquiry.
