I applied for a CLI on my USBAR yesterday Jan 3rd with all 3 bereaus frozen, and instantly denied. My last CLI was a HP CLI back in July. The HP was on Jul 2nd. Today I got the explnation e-letter, and the primary reason for denial is "There has been a previous change to your credit limit within the last six months". I somehow thought they use the time of HP instead of the time when the last CLI was approved to calculate the lapsed time. Should I try again next week, since my last CLI was approved around Jul 10th, or should I wait a whole month before trying again?

I would wait a whole month. If you opened any recent accounts, their TURDV may deny you because SP runs TURDV as oppose to a HP that pulls TU Fico. USB also routinely shuffles between those reasons in their AAN .
