Interesting. I finally got an "invite" to apply (unfortunately, and unsurprisingly, not a "pre-approval") for the Venmo CC via app and  the emails show no SUB, but my in-app SUB is super sad:

I am guessing maybe "pre-approvals" are for existing Sync customers? Maybe not, but just a theory. May have to set up a Venmo account for SO to test this a bit and see if he gets a better SUB offer...

As far as the SUB goes, I think it may vary person to person and is not set in stone. I wosh it was 200! Or even the 150...

@Anonymous I wanted to update you that about a week ago they upped the offer to $100 SUB, making this a bit more tempting for sure!

I have USB Cash+ in my sights and I am 0/12, but not sure if being at 1/12 will mess me up, so still holding a tiny bit of restraint. I am waiting until August to app for the Cash+ and my "pre-approval" ends 7/7 amd the $100SUB ends 5/31, so I guess I can just hope that there is some sort of SUB/preapproval when the right time finally comes!
