Venture CLI request granted.. but I declined.

For the heck of it I requested a CLI on my 5K, 80 day old Venture and was approved for a meh $400 so I didn't accept the offer.  I've seen mixed opinions on CapOne's CLI policies and was wondering if I reset the clock with regard to any future request timetables.

Nope. You can try again in 2 weeks or a month. 

it will reset the clock if you accepted the offer

Rejecting the cli offer doesn't reset the cli clock. You're goog to try again at a later date.

It's possible to continue to reject the offered CLI, however, it may not change if your profile doesn't change significantly.

Cap1's become far more conservative with their CLIs in the last couple of years.

I hope they bite and give me a decent increase in the future. I'm at 720-760 with around 190K available,  1% utilization and showing heavy usage on most my cards.  They seem to have definately gotten more conservative though..
