Your Capital One Platinum MasterCard does not help Capital One pull your credit report. It is a factor in the lending decsion because it demonstrates your internal history with them.
Those could have the reason for your denial, but I am not sure. You do not have a lot IMHO, and your scores are exceptional. Perhaps you were denied because your credit reports were frozen.

That's a misconception. Rate shopping for home or auto will result in a single ding for a short period of time. All the inquiries will still count after the fact. The good news is that if you're ever denied for too many inquiries, you simply need to recon and explain the rate shopping. Anyone doing a manual review will factor them out.
Also, cap1 has a 9/24 rule which you are far under. But, too many inquiries are what theyre looking at lately. At least, that's why I wasn't approved for the last one I apped for. Also the reason they won't give me a CLI.

You should call for recon instead of reapplying if it was denied due to your CRs being frozen because as stated previously CapOne pulls from all 3 CRAs (they pulled all 3 when I applied and I had an existing card with them
).
Are you applying for a new card because your old one is binned as a starter and you want higher CLs? Because otherwise, it may be better to try to PC your existing C1 card, especially to avoid that triple pull. I think C1 can also approve with 2/3 CRs unfrozen but not with all 3 frozen.
