Pretty sure it is as you still have to apply.

wow double pull for walmart? did you at least get the mastercard? I was approved recently from applying online and got the mastercard, 1 pull on TU. no preapproval from them.

Mine was HP on TU only. Approved for $500. A week later I got a preapproval mailer for JCP.

There are some posts of a shopping cart trick for walmart. Not sure if it would give you a HP but worth a shot if you are considering accepting.
