Let me throw this out there. What are the chances of a person getting denied for a Walmart card. To be more specific, what is the minimal criteria one would have to meet?

You can check the credit pulls database website to compare the scores of people who were approved or declined. It should give u a general idea of what it takes or u can post your scores here and people will give advice. There are many store cards that are very easy to get and I think Walmart is one of those that is relatively easier to get.

I received a pre-approval in the mail when my scores were ~625 on TU (August 2013). I was instantly approved for $300. It took 6 statements before I was able to get the LUV button to bump me to $700. Four more statements and I LUV-buttoned to $1400. After four more statements, I called Credit Solutions and went to $5K.

620+ TU with baddies aged 1-2yrs+ is pretty standard.... There have been lower approved but as always, Exception is not the rule.
Low 600's and some time since your last bad is a general rule. just expect a low starting limit at that range 300-500.

i just got one with $700 sl. 633 tu score with 21 inq's. called recon got it bumped to 1100....should have tried for more...good luck
What do the interest fees look like on this card, are there any special introductory deals?

The MasterCard version has a signup bonus, but apparently the regular store card doesn't from what I can tell. The MasterCard's signup bonus is a $25 statement credit for spending $75 or more the day you open the account, and an auto $5 statement credit for every $500 you spend (essentially 1% cashback).
Edited to add: I don't see introductory interest rates or any special deals like that for either card.
