I think 25k for Walmart is a bit too high to ask for right off the bat. Try 5k or 6k next time. As far as 94% util., that's also a bit high for any lender. Is that util reporting on you credit report?

I'm under heavy artillery fire with all these high interest rates.
If you make large purchases try to take advantage of their special financing offers when they're available. And I do know that every time I had usage on my Synch cards I got better CLIs than when I had no usage. But, I didn't get a CLI on my Walmart card until I had it for 9 months. I know many others get CLIs sooner than that, but it was my first Synch card (and first card after rebuild) so that could be why it took longer for me to get an increase. Once I finally got my first CLI, then I was able to get them every 4 months like clockwork.
No one will extend credit with maxed out credit cards, you should probably stop charging and work on paying that down.
I started at $700 in june, asked for $2000 and got denied. I maxed it twice and PIF in that time frame (without letting it report). At least were both halfway to 4 month auto CLI's

I never received an auto increase on my Walmart card. Had to request it each time. I did receive auto increases on my Amazon card though.

When I request a CLI via chat, do they review my other credit account balances on a soft pull? If not, could I just pay this Walmart account off first to zero balance & then apply for CLI again?
I'm not sure what all they review when you ask via chat. I think you should just wait until 4 statements have cut and then try again - that's what I'd do.

Your first priority should be paying down interest bearing CC balances.
Your next priority would then be paying down interest bearing CC balances.
