I know no one can give me a definite answer but I'd like to know my chances given the following below:
Currently have 3 credit cards:
Cap 1 Plat. with Balance $600 - CL $5,500 APR 24.9%
Cap 1 Venture with Balance $4,600 - CL $18,000 APR 12.9%
Lowes with Balance $400 - CL $17,000 APR 24.9%
A car loan $10,000
My current myFICO scores are
EQ - 714
TU - 715
EX - 730
I read on here that Discover pulls TU. My TU contains 2 paid medical collections from 2011.
Household Income about $60K
When I click on the "personalized offer" on the website, it spits back 12.99 - 15.99% APR......
Is there any way to figure out chances of application success AND likely CL if I am approved?
You should have no problem getting approval from Discover.
They pull EQ for apps and you have a thin file, which they like.

Agreed. IME, a narrow APR range with Discover is a strong indicator of approval, though not a guarantee. Was just approved with same range in prequal, and got 15.99%.
Your scores are fine, I would guess you would be approved.
Side note: (you probably already know this). I suggest getting all balance on one card. paying off the Lowes and Cap1 plat when you can. (high apr on these cards!) Having balance on only one card looks better than having a balance on all cards you have.
