American Express does not do mid-cycle reporting. The most they will do is send you a zero-balance letter but that's no use to you since it doesn't affect your credit report. You will just have to wait until your Amex card reports and updates with the CRAs.
Incidentally, your signature states your AAoA as 9 months. If that is accurate you may have some difficulty being approved for a Chase card.

Well if you feel you absolutely must have the Freedom card now go ahead and apply. A 28% utilization is not excessive and would not prevent Chase from approving you.
Do you have a pre-approval from Chase or would this be a cold app?
