What do people mean when going for a 2 for 1 with one hard pull?

Something about keeping two windows open.

So if I apply for Discover and click a BOA CLI button within the same 1-2 seconds there's a chance I coudl only get one hard pull? Or is that only if applying at the same bank?

I don't get it and I keep seeing people talk about it but no explanation.

Yes, It's only for the same bank. Sometimes the pulls within the same bank will be merged -- not always though depending on the situation.

Applying for Discover and then BOA wont work because they are two different credit card companies.
