I bought one of these and it didn't work either
For a long time in the past, Citibank was my 'white whale'. I was never able to get approved by them at any point during my credit journey. I may take a crack at their secured card next year and wouldn't be surprised if they denied me for that too.

It must have been defective...If you purchased it with a credit card, you could return it.
If you have to have had credit history for a year to get a Citi card I wonder why they mailed me an offer at 8 months?
Edit: It was for DP, 0% for 9 months at 23.24%
I was able to get in with them a few years ago. I was initially denied but contacted them and asked for their manager to manually reviewed my report. She approved me for 2k. I burned them when i filed chapter 7 last year though, so I doubt theyll forgive me anytime soon

The answer is as simple as the saying of the Cool Aid guy, "Oh yea". Citi hates people that burn them like the plague. Whenever someone applies that burned them in any way they can bring up the old paperwork in the brand new system. Remember if you burn a bank they will remember for a long time even past the bureaus limit. Banks want to make money not lose it but you need to take risks to make money.
Citi has done me the same crazy way I have the AA Executive World Elite card had it since 2013 started with a 7.5k limit it is up now. However, they will not approve me for any of their cards that are not cobranded. I just want the Citi thank you preferred card have been denied twice in the past three years. I mean really, I have never been late with them always pay half or the entire balance on my AA card, and my score is 729 TU 713 Experian and 699 Equifax not sure why the huge gap. I only have one 30 days late in the past two years with my amazon prime card I thought it was on autopay and it wasn't found out the hard way any way they are stingy.
When I was approved for my Citi Prestige back in June at a $7k SL, I had a FICO score of 660-670, several baddies from about 5 years ago, and around 15-20% utilization. $100k+ stated income.
Definitely toward the lower end of the Citi Prestige SLs, but I use it for nearly everything but groceries and gas, and I'm hoping it will grow with time.

I recently got approved for the Citi Double Cash card. They gave me a decent limit of $15K. I had previous history with Citi. Under 10% utilization at the time of application. I did have 4 or 5 inquiries within the past 3 months but they over-looked this. I would suggest starting with an entry level product with Citi like a store card and moving up from there.
