You can still apply for Capital One whether you use the prequal tool or not. Citibank is a more difficult lender in many respects.
I am feeling Venture and BBVA Compass with your scores as long as you can verify income if needed due to your age.
Venture starts at $5000. Compass cards with your scores have been about 30% over your highest credit limit.
With that $18,000 Am Ex limit, you look good. No guarantees but look good.

Why don't you try doing a SP CLI on your other Citi card? Put in your new income and see what CL they give you. No risk to you because it will warn you if they need/want to do a hard pull. This will demonstrate Citi's disposition towards you.
That said, it's a very good sign that you already have a Citi card. Half the battle is just getting your foot in the door with them. Once you do that, from personal experience, they have been much more generous in CL's and consistent SP CLI's afterward.
You're eligible for SP CLI's from Citi every 6 months, so take advantage.
I think you stand an excellent chance of getting a good CL with them.
I've never had success with those pre quals either. If you want the Simplicity, go for it. Your scores are great. My older daughter had an emergency and needed to put it on a card because they were threatening collections. I told her to check out Simplicity. She got approved for 7.3k and was able to put the 5k she owed the hospital on that card. And has 21 months to pay it back without interest. You won't know until you try.

Yes your info doesn't match when they cross check you. You need to contact them and be prepared to document things.
