HI OP, with PenFed I definetly recommend waiting for the SP offers. It may take a while, but they are worth it when they come around. I started off with a $5K PCR with them in August (?) 2017 and I'm at the max now ($50K) all with SP offers. I wasn't putting a ton of spend on the card either, just several recurring monthly payments then I would PIF. Work on getting your report clean and your score up and I've no doubt they'll come around.

I don't disagree with your statement, @AverageJoesCredit. I still think it's best to wait and let time do its thing and see if the SP offers come. I can only offer advice based on my own experience with them and I try to give data points to go with it. PenFed is a strange bird at times.
