I've been wanting this card for quite a while and want to get the timing right. First and only app spree was on the same day in early November 2019 for three new cards. When I look at my three credit score reports, I have those three accounts listed as opening on November 3rd and November 4th 2019. No accounts were opened for many years before that app spree. I have no other inquiries/hard pulls/new accounts since then.
Also, I have excellent scores (all over 800s) and other cards have between 15K-30K limits with excellent income and no baddies on report. Utilization generally less than 5-10% per card, overall at 4-5%.
When should I target submitting the application - November 5th? December 1st? Some other date? I assume it is 365 days+1 to get to 0/12 inquiries/accounts which is what I've read is so important for this card.
There are those who believe that November is a prime month for CC apping due to the start of the Holiday shopping season. However, I believe that any time your CR looks prime that is a good time to app.
Not with US Bank, they're about as inquiry/new account adverse as they come and they've been even more sensitive the last few months.
OP - suggest you wait until Dec 1 so that there is no question about your being at 0/12 status.

Seconded. I changed my projected timing until December as well since I reach 0/12 sometime in November. Not US Bank but I have had other lenders re-use a soft pull that occured that month vs. the date I applied for the app. This might be situational though when you are an existing customer though. Regardless, never hurts to wait just a little longer. I get wanting a new card before Black Friday though.
I'm not sure exactly how timing works on credit reports, do you think I should wait until December 5th or even maybe January 1st so that anything there has a buffer to clear? I'm not in any rush, just want to make sure I'm at 0/12 status.

No, the idea is to ensure that it's viscerally obvious to a USBank underwriter that has only seconds to decide the status of your application that you're 0/12.
