Update
Applied for BCE and was declined.
----------------------
Reason(s) for Our Decision
We evaluated your application using a credit scoring system that considers various pieces of information, including your credit report. The following key factors contributed to our evaluation:
The length of time you have been a customer with American Express is too short.
Your consumer credit report indicates that you have a serious delinquency on one or more of your accounts.
The number of creditors who have reviewed your credit report.
On February 05, 2020, your FICO score was 698.

Kinda suprised.
698 score with an Amex Gold card that I charge/pay-off between $5k and $8k every month.
The deliquences they're talking about are 2+ years old.
Income > $150k.
wow...suprised.
wonder if you recon?

This. It's worth an attempt at a recon - they've already said no, what more harm could they do? - although if successful you almost certainly won't get a large SL.
Hmm... yeah I would think a 698 would approve. It's definitely worth a shot at a recon.

Yes. Recon is underway. They said it goes to a manual underwriter and I should know within 3-5 days.

Let us know how it goes!
Sorry to hear about the decline, good luck on the recon!
Just an update.
Recon failed.
I then recon'ed the recon (lol) up to executive management.
They looked into it and about a week later I was told that they had to stick with the decline.
A little frustrating. I am now putting $10k per month spend on my Amex Gold, every month, and PIF.
What else do I need to do to make them trust me? Lol.
@The_Rooster I agree with what was stated here in terms of the prequal link. If you go into prequal in the future it should tell you what you are pre qualified for. If you see the cobranded cards only I recommend clicking on apply now on each card to see if it is pre qualified since they typically only show the cobranded cards on the first screen of pre approval. For example when I try it shows all the delta cards but when I click on each individual card I am shown as pre qualified.
I do know Amex does not like the recent delinquency fico marker. What type of account was the delinquency on? If it is a revolving account and it is past 60 days they may be reluctant to give a revolving account, hence the charge card with a smaller pay over time limit. The charge card products are less of a risk to them than revolving accounts and since they gave a small pay over time balance I would suspect that is the case. I think you should wait until you hit a year to try them out again with an actual app but you should definitely check the pre qualification tool monthly.
also, Amex has denied me in the past with the reason code of average trade line too low or high credit too low...etc which could also be playing a factor. Just my .02 but definitely give it a year with them and try out the ore qual monthly!
Beats the heck out of me. I run about half my income through them and pif. Scores went up a good amount. No joy. I'm done trying to woo them and have started moving spend to other cards. I think about 2 years is enough time to establish some trust and for them to get to know me. I'll probably send a letter or email to the executive office at some point expressing my displeasure. Don't really care if anything comes if it. Just want them to know why their losing my insignificant (to them) spend.
