Which Banks / Services No Hard Pull On Decline?

I've seen at least one bank or it was maybe Nerd Wallet or Experian (can't remember off  the topic my head) that said if you're not approved there's no credit hit for the inquiry. This basically then means to me it's a soft pull pre-approval not prequal. What services/banks offer this?

I assume you don't have to unfreeze before apping but may need to unfreeze if approved and you accept? Or do you need to unfreeze as they'll immediately do hard pull on pre-approval to help determine SLI?

Anecdotal: AMEX approved me with all files frozen.

Most data points I've read, to include my own experience, say that NFCU's "prequalification" is not remotely accurate. It often advises people they are pre-qualified for cards to encourage a hard pull application that is then denied.

Agreed on the other banks though, they will pretty reliably tell you off a soft pull if you have a decent shot of approval.

Prequals don't guarantee approval.

As mentioned upthread NFCU prequals are not reliable.  As an aside, BoA's online "prequal" is an example of something more of a recommendation portal of what card you might find the most useful than it is an attempt to establish odds of approvla.

In addition to AMEX' current policy of not performing a hard pull until after acceptance of an approval offer (and even then they often don't even do that if you're an existing cardholder, but that isn't guaranteed) the Apple and GM Rewards credit cards are other examples of cards where an application is currently processed using a soft pull and if denied there is no hard pull.

I keep getting emails inviting me to apply for the Venmo Mastercard from Synchrony saying there is no hard pull if declined. I haven't tried it, because ... well, it's Synchrony. Why poke the bear when you don't have to.

PenFed does pre approval, but requires reports thawed.

My experience with navys pre-approval was I had to thaw tu, they said good for everything, did come through with flagship.

There are some Comenity cards (MC/Visa/AmEx) that give pre-quals with no hard pulls and you can see what your max CL would be.  Not sure how solid it is though and whether or not there would be a HP and a decline if not approved.
