And I also have an OpenSky secured card
I've tried all the other card companies and discover is the only one that had that problem.
@Anonymous, how long have you had the Open Sky card? I think that should position you for an unsecured Navy card right away, provided they don't need to pull Equifax. And its presence should make the loan idea highly optional: do it if you'd like or don't do it if you don't want to. Someone here can confirm whom Navy pulls, or you can ask them directly. I think they may use one bureau for approval and another for CLIs.
AMEX would have pulled Experian. Chase pulls Experian for all applications and often supplements that pull with one from either Equifax or TransUnion. I'd bet on them using Experian for the pre-qual. I don't know which bureau is used by Capital One for pre-quals. But because they pull all three for approvals, they'd be a bad idea until your Equifax issues are fixed.
I'd zero in on Navy to get going. I see Discover as a second best option once they can get to your report and give you some pre-qual results.

Update: I called into NFCU did the app for the cash back rewards card got approved for $12.5k.

Do you know which bureau Navy pulled? I'm kind of hoping it's Transunion simply because that would indicate that your only issue is with Equifax.
I'd sit on your new card for now and work on fixing Equifax. Once Equifax is fixed and your Navy card is at least three months old, I'd say that you're fine if you want to accept a Discover offer. But if you add that third card, I wouldn't suggest adding another until a year has passed since opening your OpenSky card.
Once you acquire another card, you can go ahead and close OpenSky. It'd be nice to get your deposit back, and you don't want to pay another annual fee. If you'd like, you can let it hang around until your fee is about to hit.

They pulled from Transunion like you said. And thanks for the advice I'll definitely look for another card in the next 3-6 months
