So, my last baddie came off Experian so its clean now and score shot up to 728. I'd like to try for one of the prime cards, either one with cash back rewards or low APR, 0% BT, etc. Only issue is alot of inquiries. I have 32 total, 22 in the last 12 months. Before I go on an app spree, I wanted to see if people can tell me which ones will approve with alot of inquires.

Navy Fed hands down, USAA approved me with like 47. PenFed also.
Only problem with Navy and PenFed though is they are primarily EQ pullers especially PenFed.
Go to Amex's site and look at the BCE or BCP and see if they interest you, if so, your score is great for Amex and they are primarily an EX puller.

I did prequal for amex and it said they didnt have any offers for me. My score just went from 644-728 yesterday so i dont know if thats why? Should I just apply? I looked at Amex cards and I think I like the BCE.
If you travel internationally quite a bit, try for their Platinum card.
If you don't travel internationally, try for their Premier Rewards Gold.
There's more of a cushion because they're looser with their charge cards, plus they're better than any card besides the one that gives back 6% on groceries but has no real benefit outside of that.

You may have no pre quals because your score just updated, but that shouldn't prevent you from applying since they will pull a fresh score when you app, so feel free to app away, good luck.
I didn't have a prequal when I applied with Amex and was auto approved. I would give Amex a try.

For cash back rewards, with a great Experian score, I would go for Amex BCE.
