Not sure I applied on a whim and got approved you should maybe try SYNCH bank recon line for lowes good luck !

My scores are pretty low still but working on them. All over 600 with TU at 638 the highest.
You can't reapply for another 30 days. I got mine with scores between 650-660 and they pulled EX for me. Which CRA was on your denial letter?
Probably your Experian score since that's what they use for Lowes.
No matter, try again (maybe every 2 months?) it's really hard sometimes to crack into Synchrony's lineup of good cards until you first build some history with those you have now and it's easier once you raise that FICO score as best you can. For me it took many months with a Slim file. I started with Walmart first, waited 2 months then was approved for Amazon, put some useage/payments on those then months later they approved for Lowes with a SL of $800.

They have always used TU for me. Also, I have read hundreds of posts showing TU. Are you sure about EX? Better check credit pulls. I realize this can vary by state, but I thought Synch was 100% TU??

OP may very well be in TU pull territory but here in the MidWest they did EX and i have read many others getting HP'd to EX for Lowes.
But Lowes most definitely AND Synchrony as a whole IS NOT 100% TU. They are however MOSTLY TU exclusive for almost ALL their cards with those few exceptions.

Maybe denied because you just got 3 new cards. Before the 3 new card all you have is a single capital one? Maybe denies cause too many new credits. They will want to see you use the new credit and see how you maintain. Try again in 2 months or so.
I could not get approved for Lowes either, even when I was spending lots there (new front door, new bathroom, carpet). App'd with each major purchase and nope, nada zilch. 
  They were happy to take my cash but not to extend credit.
Finally I got a HD card and haven't looked back. HD has a 5% discount that is supposedly only for people with a Lowes card but I get it every time just by asking for it. So the Lowes card doesn't have an appeal for me anymore. HD CLI is HP, true, but it's not a card I need a high limit on.
That is exactly how it went for me I spent a long time with a slim file from EX i didnt even know what that meant until i found these forums but i did the same steps you mentoned and got mine too
