It is my understanding that the CapOne secured cards do not graduate to unsecured. You would have to just apply for a unsecured card. I've seen a few posts here saying that their cards graduated, but they may have just been the lucky ones.

I've been trying for a year, give up while you still can! I even contacted and spoke with their executive office. There's nothing you can do. It's a garbage card. If you are already at 3.5 years of credit history you might as well just close it...even though I can't.
I gotta tip my hat to Cap1, they are some shrewd and greedy bastages. Thing is they have most of us rebuilders right where they want us.
They have absolutely no compelling reason to PC a secured card. Why return your money and lose an annual fee that most rebuilders are willing to pay for ... for years.
They know it's the "oldest card" for most people and they know we don't want to close it.
And they don't worry about losing us as customers because they know most people will go after their other better cards. Look at how many people went for the Venture.
Sucks for us, great for them.
Capital One secured card does not graduate. Some have seen a CLI on their secured card, and that does not mean it graduated. It is still secured, you have to close the card out completely to receive your deposit back.
