Yes that is a denial.
None of my accounts with them have that checkbox when trying a CLI. I have visa / mc and store cards with them.
Have heard of this before but it seems to be a YMMV thing based on individual profile.
Be warned, I did this with Victoria Secret and the next day I saw a hard pull on my Experian report from them. I will have to call them to see if they can sorted out because I definately did not give them permission by checking the box.

Anytime you ask for credit whether you check the box or not one can expect their credit to be pulled as you are asking for more credit. Although evidence shows comenity typically doesn't HP pull, there has been plenty of cases that they have pulled peoples credit. With that said I wish you the best of luck on them removing the HP as it can go either way.
So far I haven't come across the box on any of my Comenity backed cards. Currently have Sportsman's, Modell's, Total Rewards, Overstock, Wayfair, Carson's, HSN, J. Crew and Victoria's Secret. The CLI boxes all now slide in from the right but no box to check and hopefully I won't see one appear. The only card that is doing anything different for me these days is the Carson's card. There is no CLI request box anymore but I think that's because I'm at 30k on it which appears to be the max on it.
