I suspect you have a family member associated with them or you are in the military, otherwise, you can not get in. They are generally good for full members.
They were open to most everyone around 2012, when I got in, but only as a partial member. (thx to my readings from MYFico) I currently have 3 credit cards with them and a checking -- can't get much else. Good Luck!!
My Dad was in WWII, but since he was never a member of USAA, they told me NO to full membership~!
i have no family in the military and i have never served. i find it odd i got this with a reference number not being able to join

Looks like they SP you and you met their credit criteria. Like when banks get lists of people to send offers to based on info in credit reports. who knows
i find it really odd since i know i do not qualify for membership
