So, I just rolled the dice and applied for AMEX BCE after having no pre-qualified offers with AMEX and a 676 EX score. The initial response was that they were experiencing difficulty with their app system, and that I should hear something in 14 days. I clicked on the status of the app and it showed as APPROVED; however, I will have to wait to learn the SL and the interest rate of the card, I guess.

Great job! You can call their CSRs and they'll have that info.

I didn't call, but they sent me a CONGRATULATIONS email last night to set up my account. I have a 2000 SL.
